Bio:

David Pilling joined Ombudsman Services in 2014 and became the Head of Policy and Public Affairs in 2018. Ombudsman Services is a UK not-for-profit organisation which operates the Ofgem-approved Energy Ombudsman and one of two ombudsman schemes in the telecommunications sector to independently resolve disputes between consumers and suppliers. It also operates an appeals service in private parking. David led the response to Ofgem on the Lucerna Partners Review of the Energy Ombudsman and is part of the government-appointed Regulation of Property Agents Working Group. David is a qualified barrister and has worked on policy development in central government at the Department for Education, for a statutory regulator – the General Medical Council, as well as a non-statutory regulator – the Royal Institute of Chartered Surveyors.
